Japan plans world's largest cleanup

Private environmental group U-Project is planing what they claim will be the world's largest clean-up, bringing 180,000 volunteers together to pick up trash around Tokyo Bay on November 24. I wonder why they don't focus their efforts at getting Japanese people to stop chucking their trash on beaches, out their car windows, on train platforms, over their shoulders, etc.
