The "eliminate all nukes" remark catches my eye, because it is so comical. If all law abiding countries give up their nukes, what leverage will there be against rogue regimes that maintain them?

Historically, peace has always required the presence of one or more Leviathans with the means and willingness to enforce the peace. There is no indication at all that anything has changed in this regard.
