I think Japanese homes are built to deal with the heat of summer rather than the cold of winter. In Hokkaido you can find forms of central heating, double and even triple glazing and good insulation.

Central heating would not be good in traditional house, would dry the wood out. Japanese prefer local heat instead of heating whole house.
